Keleson Road upgrade

Council is inviting feedback on a proposed Road Seal Levy (Special Rate) following the completion of the upgrade of Keleson Road, Noonamah from a gravel surface to a sealed road.

The upgrade delivers significant improvements to safety, accessibility and long-term road performance for properties adjoining the sealed section. In line with the provisions of the Local Government Act 2019 and Council’s adopted Municipal Plan, Council has resolved to propose a special rate to contribute toward the cost of these works.

What is being proposed?

Council proposes to apply a Road Seal Levy (Special Rate) of $5,947.50 to properties that share a common boundary with the upgraded section of Keleson Road, Noonamah.

The proposed levy would be levied on 1 July 2026 with payment required within a two-year period, before 30 June 2028.

The levy ensures that a portion of the upgrade cost is equitably shared by those landowners who receive a direct and measurable benefit, while the broader community also contributes through general revenue.
